The reason is that the user(name) you used to log in with does not have a Role that allows him to see certain or all projects. The same goes for certain or all actions. The solution is to ask the administrator to attach a role to the user that will allow him to perform a certain action and/or see certain projects. Refer also to Authorization and Roles.
