Recreating the dataqueues

<WE_LIB>/DLTWEDTQS deletes the WindowsEnabler/400 internal dataqueues.

<WE_LIB>/CRTWEDTQS creates the WindowsEnabler/400 internal dataqueues.

These commands can also be found on the WindowEnabler/400 Configuration Menu (Create/Delete configuration objects).
