It appears that the Oracle dlls generate an access violation in Microsoft Windows' secur32.dll when the repload process is terminated (i.e., the actual program has already finished).
This is a driver problem. Upgrading to driver 9.2.0.5.4(1 October 2003) or newer will resolve the issue (This driver contains the dll SQORA32.DLL dated 6 October 2003) .
